Ukraine, France and the United Kingdom have signed a Declaration of Intent outlining the deployment of multinational forces in Ukraine after a future peace agreement with Russia. The pact focuses on strengthening Ukraine’s defense, supporting reconstruction, and ensuring long-term strategic security.
The agreement was signed in Paris by Ukrainian President Volodymyr Zelensky, French President Emmanuel Macron, and British Prime Minister Keir Starmer. Zelensky said the talks had produced a clear framework for security guarantees, while Macron confirmed that the plan could involve the deployment of thousands of French troops.
According to Starmer, the declaration lays the groundwork for a legal framework allowing British, French and partner forces to operate in Ukraine, including securing airspace and maritime areas and helping rebuild Ukraine’s armed forces.
The signing followed a meeting of the so-called “Coalition of the Willing,” which includes several European nations and U.S. representatives. U.S. officials expressed strong support for security measures designed to deter and respond to any future attacks on Ukraine.
Coalition leaders also agreed to participate in a U.S.-led ceasefire monitoring and verification mechanism, expected to rely on drones, sensors and satellite technology rather than foreign ground troops.
Zelensky said the agreements signal Europe’s serious commitment to Ukraine’s security but noted that details regarding monitoring, funding and long-term military support still need to be finalized. Discussions on these issues are expected to continue.
While diplomatic efforts to end the nearly four-year conflict have intensified, Russia has shown no public willingness to accept a peace deal that includes foreign troop deployments in Ukraine. European leaders are now working toward binding security commitments that would ensure support for Kyiv in the event of renewed aggression.
